AI Contract Overview
The Electronic Subcontract Reporting System (eSRS) was launched on October 28, 2005, providing civilian agencies and their contractors with a new web-based platform to report subcontracting accomplishments. This system enables contractors to electronically submit both Subcontracting Reports for Individual Contracts and Summary Subcontract Reports, replacing the previous paper-based SF-294 and SF-295 forms. While the eSRS is available for civilian contractors, the Department of Defense contractors are scheduled to begin using the system in the third quarter of fiscal year 2006 and, until then, must continue submitting paper reports as per their contract terms. Agencies may also grant a 60-day extension for report submissions following the Initial Operating Capability launch. To reduce confusion, specific guidance was established for fiscal years 2004 and 2005 reporting: civilian contractors must file fiscal year 2004 Summary Subcontract Reports through the eSRS, except for those already reported via systems operated by the General Services Administration or NASA. There is no requirement to submit Individual Contract Reports for fiscal year 2004 or mid-year reports for fiscal year 2005 electronically. However, all civilian contractors are required to submit end-of-year reports for both report types for fiscal year 2005 electronically within 60 days of eSRS availability, by December 31, 2005. Department of Defense contractors remain on paper reporting until official notice is provided to switch to eSRS. Final contract reports must also be filed electronically in cases of contract completions during FY 2004 and FY 2005. Additional assistance and information are available through the eSRS website and designated contacts with the Small Business Administration and Integrated Acquisition Environment.
