The contractor is required to deliver seven daily reports per week that summarize key political, social, and economic narratives, track emerging trends, assess shifts in media tone, and identify influential actors and disinformation campaigns across Syrian local outlets—including print, online, television, and radio—as well as social media platforms such as Twitter/X, Facebook, Instagram, Telegram, YouTube, and TikTok, alongside relevant regional and international media sources. A separate daily social media monitoring report must analyze trending topics, tonality of discussions, and message propagation, while three special analytical reports are due each month to provide deeper insights into critical developments. The contract is subject to strict compliance requirements under FAR and DOSAR, including mandatory clauses on whistleblower rights, system for award management maintenance, prohibitions on prohibited telecommunications and ByteDance-covered applications, and the Defense Base Act insurance for all employees. Offerors must be registered in SAM with a valid UEI, provide certified small business status if applicable, and submit samples of prior media monitoring work. Proposals must be in English, priced in U.S. dollars, and submitted electronically to the designated government email by July 28, 2026, with no VAT included in pricing. Evaluation is based on a pass/fail framework for technical acceptability, past performance, and responsibility, with award going to the lowest priced, acceptable, responsible offeror. The contractor must designate a project manager fluent in English, adhere to security protocols including Standard Form 312, and comply with flow-down requirements for subcontractors, trafficking in persons, and buy American provisions. Payment is to be made monthly via invoice to rsu-invoices@state.gov, and performance is governed by a strict threshold: no more than one customer complaint per month, with the contractor bearing full responsibility for quality control and service delivery.

Intent to Sole Source - Pitchbook Subscriptions ServicesThe U.S. Department of the Treasury intends to award a sole source indefinite delivery/indefinite quantity (IDIQ) contract to Pitchbook Data Inc. for a commercial-off-the-shelf research database subscription to support the Treasury Committee on Foreign Investment in the United States (CFIUS). The subscription will enable CFIUS to conduct in-depth research on private capital markets, including detailed data on private credit instruments like leveraged loans, investment activity by specific entities or nations, and sector-specific trends in areas such as semiconductors, 5G, and biotechnology. The system is designed to deliver actionable insights and timely information on transactions that may not be covered by public media, providing critical intelligence for national security reviews. The government has determined that Pitchbook Data Inc. is the sole provider capable of fulfilling these requirements because it owns proprietary and patented technology, software, and algorithms essential to delivering the required functionality. The contract is anticipated to have a base one-year term beginning September 1, 2026, with four optional one-year renewal periods extending through August 31, 2031, and individual task orders may have separate performance periods. This notice is not a solicitation, but responsible parties interested in competing for the work may submit a capability statement by 2:00 PM on July 31, 2026, to demonstrate their ability to meet the government’s needs without significant duplication of cost or delay. All submissions will be reviewed solely to determine whether competitive procurement is warranted; if no valid alternatives are received, the award will proceed directly to Pitchbook Data Inc. Air Tactical Group Supervision (ATGS)The U.S. Department of the Interior, through the IBC Acq Svcs Directorate, is seeking industry feedback on potential revisions to the solicitation for Air Tactical Group Supervision services under solicitation number 140D0426R0065, with a response deadline of June 3, 2026. This Request for Information (RFI) focuses on restructuring the prospective price redetermination model from an initial five-year term followed by a second five-year term to a more dynamic sequence of three-year, three-year, two-year, and two-year periods. The Government seeks input on whether shorter redetermination intervals would improve pricing accuracy by reducing the uncertainty inherent in long-term market forecasting, thereby enabling more competitive and realistic bids without encouraging unnecessary price adjustments. Responses are voluntary and non-binding, and will solely inform the Government’s decision-making on solicitation revisions. The contract, classified under NAICS code 115310, will function as an Indefinite-Delivery Indefinite-Quantity (IDIQ) instrument with task orders issued as Firm-Fixed-Price or Time-and-Materials, with a minimum guaranteed obligation of $500.00 at award and no stated ceiling. Performance will occur across the contiguous U.S. and Alaska, requiring contractors to provide exclusive-use, airworthy aircraft, qualified FAA Part 135 and NWCG-certified crews, and full compliance with federal aviation and wildland fire operation standards. Contractors must demonstrate technical capability, organizational safety through a documented Safety Management System, acceptable past performance within the last three years, and fair and reasonable pricing. Evaluation follows a structured hierarchy: Technical Capability and Organizational Safety are adjectivally rated, Past Performance is evaluated as Acceptable or Unacceptable (with Unacceptable disqualifying), and Price is assessed quantitatively for reasonableness and risk of unbalanced pricing. On-call aircraft will be awarded on a Lowest Priced Technically Acceptable basis, while exclusive-use aircraft will follow Trade-Off procedures allowing selection based on superior technical merits. Proposals must be submitted electronically in four volumes, with Volume IV limited to 20 pages, and cannot exceed 40MB in total email size. All submissions must include SAM.gov Unique Entity Identifier, complete Exhibits E-1 through E-6 covering miscellaneous information, aircraft details, past performance, and pricing, and must adhere to strict aviation safety, insurance, fuel handling, and security protocols including specific locking requirements for aircraft

D--DRAGEN-GATK Licenses & Support at FRCE & BiowulfThe National Cancer Institute’s Center for Biomedical Informatics and Information Technology requires annual software licenses and technical support for Illumina DRAGEN Server processors to sustain critical genomic data processing operations across its high-performance computing environments at Biowulf in Bethesda, Maryland and the Frederick Research Computing Environment in Frederick, Maryland. The contract calls for two annual licenses for LVL 2 DRAGEN Server processors, each capable of 250,000 GB throughput, and two annual Advance Exchange Support Plans with 8x5 remote technical support, one for each location. These licenses are required to maintain the integrated DRAGEN-GATK workflow, which is essential for whole genome and whole exome sequencing analysis and is accessed through the NIH Integrated Data Analysis Platform and SLURM-managed batch clusters. Performance will occur exclusively at the two specified sites, with the period of performance spanning from September 29, 2026, to September 28, 2027. This acquisition is designated as a brand name, noncompetitive, sole source action because Illumina, Inc. is the only provider of the proprietary FPGA-based DRAGEN Server hardware that enables the required 30X acceleration in genomic data processing, and no commercially available alternative software can replicate its performance or integration with GATK. The National Cancer Institute has historically deployed this technology and must continue its use to ensure consistency in reference genome alignment and variant calling across its aggregated sequencing datasets. Only authorized resellers of Illumina, Inc. are eligible to respond, and proof of such authorization is mandatory for award consideration. The solicitation number is 140D0426Q0737, with a response deadline of August 5, 2026, and an anticipated award date of August 31, 2026. The acquisition is not subject to the World Trade Organization Government Procurement Agreement or any Free Trade Agreements, and no technical data is required from offerors beyond proof of authorized reseller status.
