The Department of Veterans Affairs is procuring a Commercial Off-the-Shelf Radiology Artificial Intelligence software platform under solicitation 36C24126Q0237, with a response deadline extended to June 22, 2026. This Total Small Business Set-Aside, identified by NAICS code 513210, requires the contractor to deliver an FDA-cleared, Software as a Medical Device (SaMD) platform designed to enhance radiology workflows across all VISN 1 VA Medical Centers. The solution must integrate seamlessly with the VA Electronic Medical Health Record and Picture Archive and Communications Systems to support DICOM imaging for MRI, CT, X-Ray, and Ultrasonography, enabling improved diagnostic accuracy and operational efficiency. The platform must include a cloud-based or on-premises AI database and processing node, a clinician-facing interface compatible with Windows and iOS, and full compliance with VA security and identity requirements, including FIPS 140-2 encryption, NIST SP 800-63-3 authentication, and PIV card integration via HSPD-12 credentials. The contractor is required to obtain a VA Authority to Operate and adhere to strict data protection protocols, ensuring VA information is not co-mingled and is transmitted only using VA-approved TLS standards. The contract has a base performance period of 12 months with four additional 12-month option periods per site, requiring a post-award kickoff meeting within 10 days of award and delivery of comprehensive documentation including a Project Management Plan, System Security Plan, 3PAO Security Assessment Plan and Report, and monthly progress and usage reports.
