The Bureau of Land Management California State Office intends to award a sole-source procurement contract to the Cahuilla Band of Indians for the lease of the Toro Peak Communications Site. This acquisition, conducted under FAR authority 6.302 and 13.106-1(b)(1), is designed to ensure employee safety, public safety, and resource protection by establishing critical communication networks. The contract includes a base period plus four option years and specifically covers the procurement of shelter, rack space, and tower space for three repeaters and three microwave shots. The justification for this sole-source award is based on the fact that no other communication sites in the area can provide the necessary coverage. Technical testing and coverage plots confirmed that the Toro Peak location is essential, as other potential vendors on the mountaintop have full vaults and an alternative USFS building is unusable due to roof damage. This procurement falls under NAICS code 532490 and is managed by the Department of the Interior. While the agency intends to negotiate with the Cahuilla Band of Indians, it has provided a window for other responsible sources to submit capability statements for consideration.
