The Department of Veterans Affairs(VA), Technology Acquisition Center intends to award a firm-fixed-price purchase order on a non-competitive basis to Data Innovations LLC, located at 463 Mountain View Drive, Suite 305, Colchester, VT. 05446. VA North Texas Health Care System facilities in Dallas, Fort Worth, and Bonham require a follow-on contract for the annual license renewal of Data Innovations Instrument Manager. The applicable North American Industry Classification System (NAICS) code is 513210 Software Publishers, with a size standard of $47 million. This notice supports approval to award a purchase order to Data Innovations LLC consisting of a 12-month base period. The proposed base period of performance is July 1, 2026, through June 30, 2027. The scope of this purchase order includes maintenance, regular software support, an Instrument Manager Test System, and relevant training. Interested parties who believe they can meet the requirements for Data Innovations Instrument Manager should clearly and unambiguously identify their capabilities in writing on or before the response date and time for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be utilized for this acquisition. The Government intends to negotiate solely with Data Innovations LLC under the authority of Revolutionary FAR Overhaul FAR 6.103.1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as noted in the attached justification. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote. A determination by the Government not to compete this proposed requirement based on the responses to this notice is solely within the discretion of the Government.
