The contract specifies the procurement of one order for 50 kits of sealing compound identified by NSN 8030-00-151-9973. The sealing compound must conform to Military Specification MIL-PRF-81733D, dated May 15, 1998, designed as a corrosion inhibitive sealing and coating compound. Supplier qualification requires a QPL status dated January 16, 1992, or a more recent letter from the specification preparing activity. Additionally, the product must come with third-party inspection certification under the NADCAP program. The compound is Type IV-12 for application on faying surfaces using an extrusion gun or spatula, with a 12-hour application window. It consists of a Class 1, polysulfide rubber base material with Grade A, containing chromate corrosion inhibitors. Each kit includes 96 fluid ounces of the base compound and the appropriate amount of curing agent, packaged separately but combined as a complete unit. The packaging must prevent any chemical or physical interaction that could compromise the compound or containers, and must securely prevent leakage or spills throughout shipment, storage, and handling. Kit components must be further wrapped or boxed to prevent accidental separation, with hot-melt methods alone deemed insufficient. The product must carry a shelf life code of 3, indicating a nine-month shelf life, and have a maximum permissible age of three months upon delivery. The contract was posted on March 7, 2002, though specific details about the awarding agency, place of performance, or set-aside provisions are not provided.
