The Department of Homeland Security (DHS) is seeking industry input through a Request for Information (RFI) to inform the acquisition of personal body armor for all agencies under its jurisdiction. This initiative aims to leverage commercial and industry best practices by partnering with manufacturers to understand current market capabilities, including strengths, weaknesses, production capacities, and technology integration options. The information gathered will assist DHS in shaping a comprehensive acquisition strategy for body armor, ensuring effective coverage across its agencies. Importantly, responses to this RFI will remain confidential and are intended solely for planning purposes; no contract will be awarded based solely on this information, nor will the government incur costs for submissions. The solicitation encourages detailed responses concerning company experience, production capacity, lead times, certification status (including National Institute of Justice compliance), and the ability to produce variant configurations. Respondents are also asked to provide information on additional features such as the provision of stab-resistant vests, flotation devices, integration of tracking technologies like barcoded serial numbers and RFID chips, and the availability of secure web-based ordering systems that support multi-agency procurement. Furthermore, inquiries include payment mechanisms such as Government Purchase Cards and any environmental or regulatory concerns related to manufacturing. Companies must submit their responses electronically by a specified deadline, providing key organizational details including size, certifications (such as ISO), and relevant product data. This RFI reflects DHS’s commitment to a transparent, informed, and competitive procurement process aimed at equipping its personnel with reliable and advanced personal protective equipment.
