The Directorate of Contracting at Fort Campbell, Kentucky, plans to procure 8,000 MOLLE Shoulder Suspension Lower Male Assemblies (#4221) and 8,000 MOLLE Load Lifter Attachment Straps (#4222) for delivery to Fort Campbell. This procurement will be conducted on a sole source basis, awarding a firm-fixed-price, supply-type contract directly to Specialty Defense Systems of Dunmore, Pennsylvania. The justification for limiting competition is based on the proprietary rights held by Specialty Defense Systems as the manufacturer, along with the additional cost the government would incur if obtaining the items from a different source. The procurement falls under NAICS code 315999 with a small business size standard of 500 employees and will follow Simplified Acquisition Procedures under Other Than Full and Open Competition, but the contract award is unrestricted. Although this notice does not serve as a request for competitive offers or the issuance of a solicitation, any firm capable of meeting the requirements may submit written documentation within 14 days of the notice publication, demonstrating their ability to fulfill the contract. Such notifications must be detailed and submitted by January 1, 2005, via email, fax, or mail, but telephone inquiries are not accepted. The government will evaluate any responses but reserves sole discretion in deciding whether to proceed with competition or continue with the sole source negotiation. If no viable responses are received, the government will finalize negotiations with Specialty Defense Systems. Points of contact for this procurement are Ms. June Fletcher-Schiewe and Ms. Gertrude Colbert at Fort Campbell.
