The Directorate of Contracting at Fort Campbell, KY, is acquiring 8,000 MOLLE Shoulder Suspension Lower Male Assemblies and 8,000 Molle Load Lifter Attachment Straps, to be delivered to Fort Campbell. This procurement will be conducted solely with Specialty Defense Systems of Dunmore, Pennsylvania, under a firm-fixed-price contract. The decision to limit competition is based on the proprietary rights held by this manufacturer and the high costs the government would incur in seeking alternative sources. The contract falls under NAICS code 315999 with a small business size standard of 500 employees and will be awarded using Simplified Acquisition Procedures without full and open competition. While this notice is not a solicitation and no competitive offers will be requested, other firms that believe they can meet the requirements may submit written notifications within 14 days of the notice publication, providing sufficient detail to demonstrate their capability. The government will evaluate any responses but retains the discretion to proceed with the sole source award to Specialty Defense Systems. The deadline for responses was December 31, 2004, with submissions accepted via email, fax, or mail. Telephone inquiries are not permitted, and designated points of contact are available for written correspondence.
