This announcement is NOT A SCREENING INFORMATION REQUEST (SIR)or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The Federal Aviation Administration (FAA) intends to award a six month sole source extension to contract DTFAWA-06-P-0001 to ARINC, Inc. under the provisions of FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4 in order to continue necessary support for the FAA's Aviation Weather Research Program (AWRP). Under this contract, ARINC currently provides the National Center for Atmospheric Research (NCAR) certain aircraft-measured weather data as well as pilot reports. The data is delivered electronically to NCAR via a dedicated communications circuit between ARINC and NCAR. The data is time critical and directly supports real-time National Airspace System (NAS) operations. In addition, ARINC provides NCAR with an uplink capability for product dissemination to aircraft in flight. ARINC's existing Aircraft Communication Addressing and Reporting System (ACARS) is used for this purpose. This action is necessary in order to ensure the continuity of these services and prevent disruption to National Airspace System (NAS) programs. This contract extension will allow the FAA to maintain continuity and consistency in its services until a new contract vehicle is put in place.
