The U.S. Army Corps of Engineers, Savannah District, has awarded a sole source contract to Advantage Industrial Automation for the procurement of GE Proficy iFIX Portal Software. This acquisition, valued at approximately 9,421.00 dollars, provides one Proficy Portal Enterprise Edition 5 Client pack and associated software support for the Savannah Corps of Engineers Hydropower Project. The software is intended to replace non-compliant Waterview software and integrate with the existing GE Proficy HISTORIAN application to ensure the Supervisory Control And Data Acquisition systems meet DOD Information Assurance Certification and Accreditation Process compliance. This procurement was conducted without competitive bidding under FAR 6.302-1 because Advantage Industrial Automation is the only authorized GE supplier in the project's geographical region. As a follow-on contract, this action ensures system standardization and avoids substantial duplication of costs or unacceptable schedule delays. The requirement was deemed specific to this source because no other software is compatible with the existing system while maintaining the necessary compliance standards.
