NASA's Kennedy Space Center plans to issue a sole source Request for Quotation to GlobalChemical Data, Inc. (ChemWatch NA) for a two-year renewal of the ChemWatch chemical information database, which is used NASA-wide for medical, environmental, and safety personnel. This database has been in use since 2002 and is distinguished from similar services by providing validated chemical research information rather than merely compiling manufacturers' data, addressing errors and gaps commonly found in vendor-supplied Material Safety Data Sheets that could hinder medical responses to accidents. The procurement will be conducted under Simplified Acquisition Procedures, with the government intending to acquire this commercial item under FAR Part 12. While ChemWatch NA is the sole source, other interested firms may submit their qualifications and quotes in writing by the September 7, 2009 deadline to the specified contact at Kennedy Space Center. These submissions will be evaluated solely to decide if the procurement should proceed on a competitive basis. The government reserves the right to proceed without full and open competition. The notice clarifies that oral communications are not accepted and that an Ombudsman has been appointed to address concerns, as detailed in NASA's specific guidance.
