The Federal Aviation Administration issued this pre-solicitation announcement to notify industry of its intent to hold a full and open competition for the Cyber Security Management Center requirement. This informational notice was intended to help vendors prepare for a formal solicitation expected in April 2008. The agency explicitly stated that it was not seeking unsolicited proposals at the time of the announcement and that the notice did not guarantee the procurement of services. Offerors will be required to submit a detailed subcontracting plan adhering to FAA AMS clause 3.6.1-4. This plan must allocate at least 45 percent of the planned subcontract dollar value to small businesses, with specific minimums of 10 percent for small disadvantaged businesses, 5 percent for women-owned businesses, and 3 percent for service-disabled veteran-owned businesses. Eligibility for these goals is determined by NAICS code 541513 for Computer Facilities Management Services, which carries a size standard of 23 million dollars in average annual gross receipts.

Be advised that these announcements are automatically posted to FedBizOpps, but it is strongly recommended to visit the FAA website stated above in order to view the original announcement (to ensure its accuracy and that of the associated attachments). PURPOSE: The purpose of this announcement is to notify industry of FAA's intent to hold a full and open competition for the CSMC requirement. Subcontracting goals similar to that below will be included in the solicitation. A solicitation has not yet been released; this is solely an informational announcement to assist vendors in preparing for the upcoming solicitation release expected in April 2008. Subcontracting Plan: Offerors will be required to provide a detailed subcontracting plan that fulfills the requirements contained within FAA AMS clause 3.6.1-4 Small, Small Disadvantaged, Women-Owned and Service-Disabled Veteran Owned Small Business Subcontracting Plan. At least forty-five (45) percent of the planned subcontract dollar value shall be allocated to small businesses including: At least ten (10) percent of the total planned subcontract dollar value shall be allocated to small disadvantaged businesses At least five (5) percent of the total planned subcontract dollar value shall be allocated to small women-owned businesses At least three (3) percent of the total planned subcontract dollar value shall be allocated to service disabled veterans-owned businesses North American Industry Classification System (NAICS) Code: For purposes of determining a proposed subcontractor's eligibility as a small business the following NAICS Code shall apply: 541513 Computer Facilities Management Services (size standard - $23M) For those subcontractors that a contractor claims as a small business (for purposes of meeting the goals spelled out in their Subcontracting Plan) the proposed subcontractor must qualify as a small business under the NAICS code identified above. ADDITIONAL INFORMATION: This announcement is not intended to guarantee procurement of the services, and shall not be construed as a commitment by the Government to enter into a contract. This is not a screening information request or request for proposal. The FAA is not seeking or accepting unsolicited proposals. A procurement package is not available. The Government is not liable for cost associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement.
