The Office of Federal Student Aid (FSA) plans to extend contract ED-06-CO-0027 with Accenture, LLP for up to five additional years on a sole source basis to continue supporting the Common Origination and Disbursement (COD) system. This system manages the origination and disbursement of federal student aid programs including Direct Loans, Pell Grants, Academic Competitiveness Grants, National SMART Grants, and TEACH Grants to post-secondary institutions and students. Accenture is considered uniquely qualified to provide the necessary services such as requirements analysis, development, testing, operations, maintenance, technical support, and documentation due to its existing systems, expertise, and resources. The extension is critical to maintain uninterrupted COD services while a government-owned or licensed replacement system is developed, a process expected to take up to six years. Market research suggests that a new system would require two to four years post-implementation to reach stability, making competition for the current services impractical at this time. Despite the sole source extension intent, FSA is open to receiving capability statements, proposals, or quotations from other responsible sources for consideration. The contract falls under NAICS code 541513 and was posted as a sources-sought notice in March 2008.

Full Description

The Office of Federal Student Aid (FSA) of the Department of Education intends to extend, on a sole source basis, contract number ED-06-CO-0027, for up to an additional five years. The contractor is Accenture, LLP. This contract will fulfill the need for requirements analysis, development, testing, operations, maintenance, technical support, and documentation in support of the Common Origination and Disbursement (COD) system. COD supports the origination and disbursement of funds for the Direct Loan, Pell Grant, Academic Competitiveness Grant, National SMART Grant, and effective July 1, 2008, TEACH Grant programs to post-secondary schools and students. FSA believes that Accenture is the only source possessing the necessary existing systems, information, resources, and expertise to meet the program requirements within the time required by FSA. The contract that FSA intends to extend with Accenture is necessary to continue services for the COD program until a Government owned or licensed system is in production. It is anticipated that this replacement process could take up to six years. Market research indicates that a minimum of two to four years is required to achieve system stability if a new system were to be acquired. Based on Federal Student Aid's anticipated timeframe for system acquisition or replacement, it has been determined that competition for a new system is not practical at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. See Numbered Note 22.
