The Department of Veterans Affairs, Veterans Integrated System Network of New England, plans to award a sole source contract to Eastern States Exposition (ESE) for an outreach and advertisement event associated with Military Appreciation Day. The contract will run from May 27, 2016, through May 26, 2017, with an option for the VA to extend it for an additional year. ESE is uniquely qualified as it hosts the Big E Military Appreciation event on one of the largest fairgrounds in New England, making it the only known venue capable of accommodating the large volume of veterans and their families from across the region. The contract will be a firm fixed price agreement, awarded under Simplified Acquisition Procedures and FAR Part 6.302-1, with negotiations intended exclusively with ESE due to its specialized capabilities. While this is not a formal solicitation, the VA invites other vendors in New England who believe they can provide comparable services to submit their technical qualifications, including product specifications, past performance, pricing, and delivery information by May 26, 2016. These submissions will be considered for future requirements, though the current intent is to negotiate solely with ESE. Phone inquiries will not be accepted, and email responses are preferred. This notice serves only as an intent to sole source and not as an open request for proposals.
