Professional Fireworks Display

The City of St. Cloud is soliciting proposals under RFP 2026-133 for a professional, musically synchronized fireworks display for its annual 4th of July Celebration. The selected contractor will be responsible for the design and execution of a minimum 22-minute show at the City's Lakefront, located at 1104 Lakeshore Boulevard, ensuring no more than five seconds between shots. The scope of work includes providing all necessary equipment, labor, and pyrotechnic permits, as well as performing site cleanup in accordance with NFPA requirements. The performance site features a specific launch point jutting into the lake, requiring a minimum safety radius of 560 feet for 8-inch aerial shells and strict prohibition of public access during loading and display. Proposals are due by October 29, 2026, and will be evaluated by a committee based on qualifications and experience (30%), a portfolio of at least five similar projects (30%), and price (10%). Awardees must provide a pyrotechnics superintendent, maintain comprehensive insurance with the City listed as an additional insured, and comply with the latest NFPA Code for the Public Display of Fireworks. The resulting agreement will be for an optimal term agreed upon by both parties, with potential extensions. Payments are processed within 30 days of receipt of a valid invoice, adhering to the Florida Prompt Payment Act. Contractors must also provide certifications regarding E-Verify compliance, non-discrimination, and the absence of convictions for public entity crimes.
