Solicitation # 36C79126R0011
The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple single-award, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to VA Medical Centers and Community-Based Outpatient Clinics to support non-opioid pain management. The scope includes portable TENS devices, Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy devices, and portable Neuromodulation systems for headache disorders, along with associated accessories such as electrodes and lead wires. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing awards sequentially from Tier 1 (SDVOSB), Tier 2 (VOSB), Tier 3 (Other Small Businesses), to Tier 4 (Other-Than-Small Businesses). Evaluation methodologies vary by item: CLINs X001 through X004 are evaluated using the Lowest Price Technically Acceptable (LPTA) method, where price is the deciding factor, while CLIN X005 is evaluated via a Best-Value Tradeoff, weighting technical factors at 60%, price at 25%, and past performance at 15%. Responsive proposals must include a signed SF 1449, a Technical Capability Statement, FDA 510(k) clearance letters, and three past performance documents. Non-manufacturers must provide OEM-issued Authorized Distributor Letters. Mandatory certifications include the Buy American Certificate for small businesses (Tiers 1-3) and the Trade Agreements Certificate for large businesses (Tier 4), as well as the Limitations on Subcontracting certification. All offerors must submit required product samples to the Denver Logistics Service facility. Following several amendments, the final deadline for all proposal documentation and product samples is November 2, 2026, at 12:00 PM CDT.

Full Description

NASA/GSFC has a requirement for demonstrating optical communications relay services between geosynchronous orbit and Earth over an extended period, and gaining knowledge and an experience that will enable NASA to design, procure, and operate cost-effective future optical communications systems and relay networks. To support this effort, the Government requires an Inertially Stable Platform for the Laser Communications Relay Demonstration (LCRD) for NASAs Office of the Chief Technologist and NASAs Space Communications and Navigation Office. LCRD intends to leverage optical communications technology previously developed for NASA and the Department of Defense (DoD) by the Massachusetts Institute of Technology (MIT) Lincoln Laboratory (MIT/LL). NASA/GSFC intends to purchase the items from Applied Technology Associates located in Albuquerque, New Mexico. Applied Technology Associates (small business) is the only responsible source with the expertise (gained from MIT/LL) to assemble, align, test, and deliver one Inertially Stable Platform by late 2014 and another Inertially Stable Platform by mid 2015. Applied Technology Associates is already uniquely qualified to supply this product to LCRD because of prior experience with stable platforms. They also possess the knowledge gained from MIT/LL in developing the alignment, assembly, and test procedures and from learning about the technical challenges of this specific design. Additionally, one of the parts of the Inertially Stable Platform is a patented Angle Rate Sensor, which is available only from Applied Technology Associates. Since the Statement of Work (SOW) contains International Traffic in Arms Regulations (ITAR) information, the SOW details cannot be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . In order to obtain a copy of the SOW, send a copy of your Joint Certification Program (JCP) Defense Logistics Agency (DLA) certification number issued by DLA to contact@example.gov. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
