The U.S. Department of the Interior, Minerals Management Service, plans to make a sole-source, firm-fixed-price award to Insulated Wire Inc., located in Danbury, CT, under the authority of FAR 6.302-1. This non-competitive purchase order is being issued through GovWorks and the Department of Interior Franchise Fund to fulfill a requirement from the Redstone Technical Test Center (RTTC) for Performance Bay Wire Assemblies. These assemblies are critical components for a millimeter wave (MMW) radar projection system that integrates into the Advanced Multispectral Simulation, Test, and Acceptance Resource (AMSTAR) to provide realistic multi-channel MMW scenes during missile flight simulations. The first system has already been installed, and the order covers components for a second system intended to be an exact duplicate, enabling reduced development time, seamless compatibility, easier configuration control, and lowered spare parts needs. Insulated Wire Inc. is the sole manufacturer of these parts and only sells them directly, making any alternative source impractical due to anticipated additional costs in development, documentation, engineering, and spares that would not be offset by competitive pricing. The RTTC has determined no other responsible source or type of equipment will satisfy the agency’s requirements, emphasizing the necessity of this sole-source procurement. While this notice is not a request for competitive quotes, the government will consider any information submitted by the specified deadline. All inquiries must be directed to Will Galvin via email, as telephonic questions are not accepted.

Full Description

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Insulated Wire Inc., Danbury, CT. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center has a requirement to obtain Performance Bay Wire Assemblies. This millimeter wave (MMW) Radar projection system will be integrated in the Advanced Multispectral Simulation, Test and Acceptance Resource (AMSTAR). The complete system will provide complex multi-channel MMW scenes to a MMW radar seeker in real time as a simulated missile flight is flown. The first copy of this system has already been built and is being installed in the first AMSTAR test facility (performance bay 1). This order is for parts that make up the second system to be installed in the second AMSTAR test facility (production bay 1). It is the goal of the AMSTAR development team to directly duplicate systems from the first facility into the second. This will provide reduced development time, compatibility between systems, test duplication, easier configuration control and a reduced spare requirement. Insulated Wire Inc. makes these parts in house and only direct sales from the company are possible. Award to any other source would result in substantial duplication of development, documentation, engineering, and spare costs to the government that is not expected to be recovered through competition. Therefore, due to time, compatibility, and related cost issues, no other vendor other than Insulated Wire Inc. meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST December 6, 2004 will be considered by the Government. POC: Will Galvin, MMS, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170. Questions must be e-mailed to Will Galvin at contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.
