Request for Qualifications for Solar, Wind, Battery Storage, Microgrids, and other Clean Energy Technologies
Solicitation # 0000040569
The California Department of General Services is seeking to establish a pool of prequalified energy service providers to design, install, operate, and maintain clean energy systems, including solar, wind, battery storage, and microgrids, on state-owned properties. This initiative utilizes a third-party financing model where selected vendors finance, own, and operate the systems with no upfront capital required from state agencies. Projects will be managed under long-term Site Lease Agreements and Power Purchase Agreements spanning twenty to twenty-five years, with electricity sold to host facilities at a fixed price per kilowatt hour. Systems are categorized by size into Class 1 (under 0.50 MW), Class 2 (0.51 MW to 10.0 MW), and Class 3 (over 10.0 MW). To qualify for the vendor pool, respondents must pass a comprehensive evaluation of their technical qualifications, financial strength, and regulatory compliance. Mandatory requirements include providing a California Secretary of State Certificate of Status, a Darfur Contracting Act Certification, and a veracity statement. Vendors must hold appropriate licensing, such as C-10 Electrical or C-46 Solar certifications, and provide evidence of adequate bonding capacity and creditworthiness from recognized rating agencies. Additionally, a commitment letter from financing partners is required. Qualified vendors will then be eligible to bid on specific future projects through subsequent Requests for Proposals. Responses are due by December 23, 2026, and must be submitted in both hard copy and electronic formats.

Conditional Use Permit No. PA-2500420
Solicitation # PA-2500420
Conditional Use Permit No. PA-2500420, managed by the San Joaquin County Community Development Department, authorizes the establishment of the North Locust Tree Road Solar Project in Lodi, California. Proposed by RPCA Solar 25, LLC, this utility-scale solar energy system will occupy approximately 18.5 acres of a 20-acre parcel classified as Prime Farmland. The project is designed to generate up to 4 megawatts of alternating current energy, which will be sold to Pacific Gas and Electric Company via an interconnection to their existing electrical distribution system located along the northwest boundary of the site. Construction is expected to take place over a three-year period. To mitigate the impact on agricultural land, the project utilizes driven steel piers for equipment mounting instead of traditional slab foundations, a method intended to prevent soil compaction and allow for the full restoration of agricultural use once the project's operational life concludes. Environmental management strategies include the use of drought-tolerant, pollinator-friendly seed mixes under and between solar rows to maintain soil health, promote stability, and reduce erosion. The project has undergone environmental assessments, including a Mitigated Negative Declaration and an Initial Study, to address impacts on biological resources, air quality, water quality, aesthetics, and greenhouse gas emissions, while ensuring coordination with the San Joaquin Council of Governments regarding habitat conservation and open space plans.

Requirement This acquisition will result in a Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite Quantity (IDIQ) Task Order on the Multiple Award Contract (MAC) for Power Purchase Agreements (PPA's) for renewable energy in the Southwest AOR. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The services to be acquired under this contract are for reliable energy from a photovoltaic-based Renewable Energy Generation Systems (REGS). The Government desires to purchase energy only, and does not desire to purchase, construct, own, or maintain any generation assets. The Government desires to enter into individual PPA's for delivered energy at five (5) DoN sites; Naval Air Field El Centro, Naval Weapons Station Seal Beach, Naval Surface Warfare Center Corona Division, Naval Base Ventura County, and Naval Support Activity Monterey. The Government will provide land at each installation and desires the Contractor to develop a REGS within the site that will provide the maximum quantity of delivered energy possible within the load constraints. Each PPA shall be for a firm fixed price unit of energy ($/kwh) for each installation. The Government requires a price that is less than or equal to the current NPV cost of electricity at each particular installation. Existing On-Site Generation Assets Many installations covered by this solicitation have existing on-site power generation assets, including wind, solar, and cogeneration plants. The power generated by these assets must be considered when sizing the REGS to be provided for each Task Order. Utility Provider Distributed Generation Tariffs & Interconnection Requirements It is critical that the Contractor understands the local utility provider's interconnection requirements to obtain plant permission to operate (PTO) for distributed generation systems. Contractor must perform all work in order to meet the interconnection tariff, utility infrastructure, electrical engineering, and telecommunications requirements as set forth by the California Public Utilities Commission (CPUC). All such materials and supplies must be compatible, and operate safely within design parameters of existing systems equipment. All construction, operations, maintenance, and other activities shall comply with applicable national and local codes, industry codes, regulations, and accepted practices. Site The Government will provide a site on Government property for each Task Order to be performed under this contract. Site specific details can be found in each task order description of work. The Contractor shall not use property provided by the Government for any purpose other than in the performance of this contract. At the end of the contract, the Contractor shall be responsible for removal of all infrastructure, materials, and equipment from the site, and shall restore the site to its pre-contract condition. Financing Capability In complete consideration of the primary requirements for this type of utility contract, it can be concluded that the firm chosen must have a history of financing capability and "guaranteed" future financing potential. Based on the nature and requirement of financial partnerships, the chosen firm must have high potential to obtain lowest-interest financing in order to provide the government with an optimal (lowest interest which equates to cost) 20-year utility contract.
