The contract involves the provision of three solar systems for the Cannon Air National Guard Range as outlined under solicitation number N00244-07-T-0083. Key clarifications provided in Amendment 01 address the system’s design requirements, specifically concerning power output, sizing, and equipment specifications. The solar system must be sized for the worst-case scenario, accounting for limited sunlight hours during winter, requiring approximately 6240 watt-hours per day. Given the high amperage demands, it is acceptable to use multiple charge controllers wired in parallel, with accompanying wiring diagrams recommended in the proposal. Additionally, modifications to the NEMA 4x enclosure for the charge controller are permitted to ensure proper heat dissipation while maintaining environmental integrity. The battery bank is required to support approximately seven days of autonomy without human intervention, emphasizing reliability in continuous operations. Equipment supplied between the contractor’s inverter and government-furnished equipment (GFE) loads will be GFE, with the contractor responsible only for the inverter and breaker panels; no additional receptacles are required. The Statement of Work requests three identical sets of hardware packages, and no changes have been made to the closing date or time for submissions. This contract is managed by the Department of Defense’s Navsup Fleet Logistics Center in San Diego, with a focus on delivering robust, durable solar energy solutions under the specified operational conditions.

Full Description

The purpose of this Amendment 01, synopsis solicitation N00244-07-T-0083 are to provide answers to questions and clarification to Statement of Work. Q1. The amount of available sunshine between winter and summer is dramatic. Based on the para II, the system needs to provide approx 520 watt/hr for 12 hours per day, or approx 6240 watts per day. In the winter, this latitude can expect 5-6 hours of usable sunshine and if we size the system for this extreme, then it gets quite large (and expensive). Should the system be sized for worst case scenario? If not, what would be the usage? e.g., 5 days/week, 52 weeks/year, etc. A1. Yes, size this for worst case scenario. Q1a. If the answer to Question (1) is yes, then the charge control is inadequate. The amperages produce by the panels would exceed the controllers rated capacity. Work around for this issue is to use more than one controller wired in parallel, would this be acceptable? A1a. Yes, more than one controller wired in parallel would be acceptable. Recommend Wiring Diagrams be provided with proposal. Q2. Para III. C.2. states the charge controller will be installed in a Nema 4x type enclosure. This method of mounting provides no means of allowing heat to disperse. If the controller is to be located in the specified enclosure, should we design a modification to the enclosure to allow heat dispersal? Or can the controller be mounted next to the inverter in the GFE equipment container? A2. A modification to the enclosure is acceptable, with still maintaining environmental integrity. Q3. In order to size the battery bank, how many days of battery backup are required? Para III. A. mentions 7 days of autonomy, is this days of backup or without human intervention? A3. Without human intervention. Q4. Who supplies the equipment located between the contractor supplied inverter and the GFE loads. If it is contractor supplied, besides a breaker panel for both the AC and DC loads, are receptacles required? and if so what type? A4. All other equipment after the supplied inverter will be GFE. Statement of Work, Paragraph III, Equipment Specifications, revised, in part, to read: "...NSWC COR will require three identical copies of each hardware package." The closing date and time remain unchanged.

Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.
