Full Description

In accordance with the requirements of Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), this public announcement is hereby issued to declare the intention of the FAA William J. Hughes Technical Center (WJHTC) to increase the contract cost ceiling for purchase of additional software object code licenses and travel expenses, on a single source basis to Sunhillo Corporation of West Berlin, New Jersey, under existing contract DTFACT-04-C-00002. Sunhillo is the singular owner of the software object code for the licenses being purchased. Therefore, Sunhillo is the only contractor available for purchase of the required licenses. Travel requirements on the above referenced contract have increased substantially past what was originally intended at contract inception. This is due to NAS modernization programs that have required changes to the En Route Communications Gateway (ECG). Travel is required to each of the FAA's 20 ARTCC's and other parts of the country to support these changes. A competitive solicitation is not available for this procurement. Any questions/inquiries resulting from this announcement shall be addressed to Chris Gallagher, Contracting Officer, at contact@example.gov.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
