NASA plans to issue an Announcement of Opportunity (AO) on or about October 10, 2003, aiming to select scientific investigations under the New Frontiers Program and Missions of Opportunity. The AO targets two main types of investigations: New Frontiers Mission proposals focused on Venus, the Moon, Jupiter, or a comet nucleus, and Mission of Opportunity proposals covering all Solar System objects except Mars. Intent to propose must be submitted by December 13, 2003, with final proposals due by February 13, 2004. New Frontiers Missions must culminate in space flight missions launched on Expendable Launch Vehicles by June 30, 2010, with total NASA funding capped at $700 million in FY 2003 dollars. Missions of Opportunity should be non-NASA missions launching before December 31, 2008, requiring NASA selection commitment by the end of 2005. Participation is open to a broad range of organizations, including domestic and international entities such as industry, academia, nonprofits, NASA centers, and other government agencies. A preproposal conference is scheduled for November 13, 2003, in Washington, DC, to provide additional information. Inquiries can be directed to the New Frontiers Program Scientist at NASA Headquarters to facilitate communication and support for interested proposers. This initiative represents a significant opportunity to contribute to Solar System exploration with substantial NASA support and well-defined timelines.

On or about October 10, 2003, the National Aeronautics and Space Administration (NASA) Office of Space Science (OSS) will release an Announcement of Opportunity (AO) 03-OSS-03 entitled New Frontiers Program 2003 and Missions of Opportunity. Selections of proposals through this AO are intended to select investigations for two different types of scientific investigations: (i) New Frontiers Mission investigations specifically for the planet Venus, the Earth's Moon, Jupiter, or a comet nucleus; and (ii) Mission of Opportunity investigations for all Solar System objects except Mars. Notices of intent to propose are due December 13, 2003, and the proposals are due February 13, 2004. New Frontiers Mission investigations are to be completed through space flight missions launched on Expendable Launch Vehicles (ELVs) no later than June 30, 2010, and accomplish the proposed investigation for a total NASA OSS cost not to exceed $700M in Fiscal Year (FY) 2003 dollars. Mission of Opportunity (MO) investigations may also be proposed. MO investigations must be for non-NASA missions that launch before December 31, 2008, whose sponsor requires a commitment of selection and support from NASA before December 31, 2005. Participation in the New Frontiers program is open to all categories of organizations, foreign and domestic, including industry, educational institutions, nonprofit organizations, NASA centers, and other Government agencies. A preproposal conference will be held on November 13, 2003, in Washington DC. Inquiries about this AO and/or the New Frontiers Program may be directed to Dr. Thomas H. Morgan, New Frontiers Program Scientist, Solar System Exploration Division, Code SE, Office of Space Science, NASA Headquarters, Washington, DC 20546-0001; FAX: +1 (555) 000-0000; or E-mail: contact@example.gov, with the subject line "NFAO."

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Grant
Expression of interest: Small-satellite missions sandpit
Solicitation # 206083
UK Research and Innovation is seeking expressions of interest for a small-satellite missions sandpit designed to bring together approximately 30 researchers and innovators from diverse disciplines. The goal is to co-develop ambitious, challenge-led small-satellite mission concepts focusing on innovative sensors, data streams, and cross-sector enabling technologies to enhance sovereign capability, address national security and societal challenges, and support economic growth. The activity consists of six sessions held between January 26 and February 11, 2027, utilizing a combination of online sessions and a two-day residential event. Total program funding is listed at 1,870,000, with the objective of developing concepts for pump-priming research grants in 2027/2028. Selection of participants is based on core assessment questions focusing on skills and potential contributions rather than track record, with additional consideration given to geographic diversity across all UK regions. Applicants must apply through an Expression of Interest stage, and invited applicants will use the Resume for Research and Innovation format. Mandatory attendance at all sessions is required, with travel and subsistence costs reimbursed and accommodation provided for overnight stays. The program is managed by the UKRI Space Programme team, with the response deadline for the solicitation set for November 25, 2026.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
