Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Commercial Solutions Opening (CSO) for Space Domain Awareness (SDA) Solutions.
Solicitation # FA2518-25-S-C001
The United States Space Force, through the Space Acquisition and Integration Office, is executing a Commercial Solutions Opening (CSO) under solicitation FA2518-25-S-C001 to acquire innovative commercial technologies, products, and services that enhance Space Domain Awareness (SDA). The program focuses on improving the ability to detect, characterize, attribute, predict, and target activities in the space domain. This long-term mechanism remains open for five years and utilizes a multi-phase submission process consisting of an initial white paper and PowerPoint briefing, an optional pitch session, and a final full proposal package. Awards are made as FAR-based fixed-price contracts, and the government reserves the right to award some, all, or none of the proposed solutions. A primary focus of the current effort is Area of Interest (AOI) 2025_01, titled Advanced SDA Tools for Research and Analytics (ASTRA), which is a 100 percent small business set-aside. This specific AOI emphasizes research, development, and prototyping for scalable data management, modeling, and agile software prototyping, with an estimated combined funding pool of 1.5 million dollars across related AOIs and a period of performance not exceeding 12 months. Phase I submissions must be unclassified, though subsequent phases may require higher classification levels. Offerors must comply with NIST SP 800-171 and CMMC 2.0 requirements, particularly if handling Controlled Unclassified Information. PICARD Program Summary: The goal of the PICARD program is to develop integrated hardware and software tools that will improve measurement capacities beyond the current state of the art with respect to chemical specificity, accuracy, response time, and sensitivity. The PICARD program consists of the following two (2) Technical Areas (TA): TA-1 Point Detection: The sensors developed in TA-1 shall integrate sampling, collection, separation, and/or vaporization, detection, and analysis into a single, small form factor device (less than 10 L). Specifically, TA-1 sensors should be designed to identify specific chemicals found within compound particles. TA-1 will focus on the development of an in situ sensor designed for point detection and have the capability to address compound particles. Sensors in TA-1 will need to address embedded or encapsulated chemicals of interest within an arbitrarily shaped aerosol particle at low concentrations in challenging environments. TA-2 Standoff Detection: The focus of TA-2 sensors will be on high accuracy and short response time. Technologies developed in TA-2 need to address a broad range of particle concentrations and environmental factors. Compound particles (such as aggregated, coalesced, or embedded) should be considered, while fully encapsulated chemicals of interest are considered out of scope. Sensors in technical Area 2 (TA-2) will develop a standoff detector for chemical class identification. Sensors in TA-2 must address the challenge of distance from the chemicals of interest as well as low concentrations, arbitrarily shaped particles, and challenging environments. Proposers shall include a solution for Phases 1 and 2, offerors may address one technical area or both. Proposers may propose to TA-1 only, TA-2 only, or both TA-1 and TA-2.No research proposals involving human or animal subjects are anticipated under this BAA. 3. Amendment 0001 is hereby issued. The purpose of the Amendment 0001 is to change the contracting officer from Frank Kennedy to Brian Kehoe, contact@example.gov and change the proposal submission due date from January 13, 2023 to January 23, 2023, 5:00 PM EST. Amendment 0002 which will include an Industry Questions and Government Answers response will be posted to SAM.gov at a later date. 4. Amendment 0002 is hereby issued. The purpose of the attached amendment 0002 is to revise the BAA and to provide questions and answers. The revisions to the BAA have been highlighted in the attached Amendment 0002 document. The spreadsheet cost template is corrected to reflect the correct monthly period of performance reference (18 months for Phase I, 24 months for Phase II) that is stated on page 4 the BAA. This amendment concludes the questions and answers period. Questions received after the due date stated in the BAA (12/9/2022, 5PM EDT) were not answered.
