The James J. Peters VA Medical Center Research Department is seeking to negotiate a sole source contract with the New York Genome Center to continue sequencing services for a research study focused on Molecular Alterations in Spinal Cord Injury. Given the critical nature of maintaining sample temperature, physical integrity, and chain of custody, the vendor providing these services must be located within an hour's drive of the VA facility in Bronx, NY, enabling direct sample delivery by VA laboratory members. Transportation beyond this radius is considered impractical due to the stringent preservation requirements. This notification serves as an intent to negotiate on a sole source basis under FAR 6.302-1 and is not a solicitation for competitive proposals. However, any responsible parties believing they can meet the requirements are invited to submit capability statements by May 30, 2017, at 4:00 PM EST to Elaine DiBucci via email. Telephone inquiries will not be accepted, and the government reserves full discretion in deciding whether to compete the requirement based on received responses. The contract pertains to sequencing services under NAICS code 541711 and is managed by the Department of Veterans Affairs office located in Pittsburgh, PA.
