A complete refurbish of A 1997 John Deere Motor Grader 770 C

The U.S. Department of Agriculture, through the CSA East 2 office of the Forest Service, is seeking a qualified small business to perform a complete refurbishment of a 1997 John Deere Motor Grader 770C for the Chattooga River Ranger District in Braselton, Georgia. The refurbishment encompasses a comprehensive overhaul of all major systems including the engine, fuel injector system, transmission, and drive train; steering and front/rear braking systems with hydraulic cylinders; hydraulic circuits governing blade and articulation functions, including installation of new scarifiers and controls; lights and electrical systems covering interior and exterior lighting, radio, and speakers; operator station components such as seating, headliner, glass, and mirrors; and full exterior cleaning, repainting, and decal replacement. Tires must be replaced with like-branded units if wear exceeds 50% of original tread. The work is to be completed under a firm fixed price contract with a period of performance from June 15, 2026 to May 31, 2027, and delivery is required within ten days of order receipt at FOB destination, Braselton, Georgia. The solicitation is a total small business set-aside under NAICS code 811114, with proposals due by June 12, 2026 at 5:00 PM Eastern Time. Award will follow a Lowest Price Technically Acceptable process, where only the lowest priced offer that meets all technical requirements will be considered. Offerors must submit pricing for all items, complete the Performance Relevancy Questionnaire with past projects no older than three years, and certify compliance with federal anti-discrimination laws and Equal Protection principles, explicitly prohibiting any DEI initiatives that conflict with Title VI and VII of the Civil Rights Act. All personnel must be identified, including at least one primary and one alternate, and subcontracting details must be disclosed. Compliance with FAR clauses including labor standards, payment by electronic funds transfer, safeguarding of information systems, tax requirements, and the Buy American Act is mandatory. The Government retains the right to extend the contract for up to six months under the option clause.
