The contract involves a partnership opportunity with the United States Geological Survey's Energy Resources Program to support research on oil shale retorting technologies, particularly focusing on methods used in situ to extract petroleum from the Green River Formation in Rio Blanco County, Colorado. The study aims to evaluate and compare different retorting conditions—such as anhydrous, superheated steam, and supercritical CO2—to identify key factors affecting petroleum yield, quality, and environmentally relevant emissions. This effort responds to renewed interest in oil shale as a potential energy source and seeks to provide critical data that can influence economic and environmental assessments of oil shale development. USGS is inviting collaboration from organizations interested in contributing samples, personnel, or funding to both laboratory studies and subsequent field trials. The partnership will be established under the Stevenson-Wydler Technology Innovation Act, allowing for the inclusion of additional retorting technologies if proposed by partners. The program encourages engagement from technical experts and potential stakeholders, offering contact points for detailed technical information and partnership guidelines. The contract is managed through the Department of the Interior’s Office of Acquisition Grants-National, based in Reston, Virginia.

Full Description

The United States Geological Survey's (USGS) Energy Resources Program is involved in studying the availability and quality of the Nation's mineral and energy resources, as well as the economic and environmental effects of resource extraction and use. The renewed interest in the potential of oil shale to support the nation's future energy demands has generated a need for better information about oil shale retorting methods as companies consider the economics of this potential enterprise. The USGS is interested in initiating a study effort that will contrast and compare various oil shale in-situ retort technologies to determine the factors controlling their yields and quality of petroleum generated, as well as generated components of environmental concern. Tentatively, the types of retort conditions to be considered in the study will be anhydrous, superheated steam and supercritical CO2. USGS is proposing to begin a laboratory study of yields and quality of petroleum generated by in situ retorting with the Green River Fm. in Rio Blanco Co, Colorado. USGS is seeking partners who are interested in participating in the laboratory and later field trials who have samples, personnel or funding to contribute to the effort. The USGS plans to develop the partnerships under the authority of the Stevenson-Wydler Technology Innovation Act as amended. USGS will consider other retorting technologies for the planned study depending on the interest of a particular party or parties. Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
