The Naval Sea Systems Command plans to award a sole source contract to Textron Systems Corporation for the design, development, and delivery of three Multi-Frame Blind Deconvolution (MFBD) workstations. These workstations will support a real-time Atmospheric Reconstruction System that uses phase screen parameterization to estimate spatially invariant point spread functions, with research focused on MFBD and potentially Wavelength Diversity and other multi-resolution methods. Textron Systems Corporation is uniquely qualified for this contract due to their previous development of MFBD proof-of-concept demonstrations and their unmatched expertise and personnel involved with this technology. The contract period is set for twelve months from the award date, with four additional twelve-month options available. This acquisition falls under the authority of 10 USC 2304(c)(1), allowing a sole source award to Textron as the only responsible source capable of meeting the agency's requirements. Subcontracting opportunities may be available and interested parties are encouraged to contact Textron Systems directly. Information about the contract posting is accessible through both the Federal Business Opportunities (FBO) and the Navy Electronic Commerce Online (NECO) sites.

Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract to Textron Systems Corporation, 201 Lowell Street, Wilmington MA 01887, for the acquisition of three (3) post processing Multi-Frame Blind Deconvolution (MFBD) workstations. The tasks necessary to develop a hardware and software solution for a real-time Atmospheric Reconstruction System use a phase screen parameterization approach to estimate the spatially invariant point spread functions (isoplanatic case). The methods to be researched and developed for the real-time system include MFBD and possibly Wavelength Diversity as well as other Multi-resolution methodologies. Textron Corporation originally designed and developed Proof of Concept demonstrations for MFBD and is the only known firm possessing the unique experience and personnel with the relevant knowledge, skills, and ability to ensure continuity and consistency of the MFBD System support for emerging fleet efforts and contingency operations. The period of performance will be from date of contract award for twelve months thereafter, with four options for an additional twelve months each. This contract will be awarded pursuant to 10 USC 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
