Researchers at the National Institute of Standards and Technology (NIST) have developed several advanced technologies focusing on precision measurement and microfluidic applications. One invention optimizes laser-pumped atomic frequency references by adjusting laser detuning and oscillator lock modulation frequency to minimize short-term frequency instability. This approach enhances the performance of atomic clocks by fine-tuning laser frequency relative to the atomic absorption line and modulation timing based on atomic pumping dynamics. The method includes a theoretical model to simulate and calculate optimal parameters under varying experimental conditions. Additional developments include a microfluidic system that incorporates acrylamide-modified DNA probes immobilized within polycarbonate channels via photopolymerization, forming hydrogel plugs capable of selective hybridization with fluorescently tagged DNA. This setup allows repeated use of the chip through chemical denaturation of hybridized DNA and enables multiplexed detection of DNA targets in a single electrophoretic path. Another invention involves a solid-state magnetic memory device utilizing pulsed-current induced magnetic domain reconfigurations for data storage and nanocontact magnetoresistive effects for data retrieval, offering a non-volatile memory solution with potential applications in advanced data storage technology.

DEVELOPMENTS AT NIST Researchers at the National Institute of Standards and Technology (NIST) are working on the following technologies. For further information, contact: NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY, TECHNOLOGY PARTNERSHIPS DIVISION, 100 BUREAU DRIVE, STOP 2200, GAITHERSBURG, MARYLAND 20899-2200, FAX: +1 (555) 000-0000 OR MS. MARY CLAGUE, TELEPHONE +1 (555) 000-0000 OR EMAIL contact@example.gov. This is not an announcement of a contract action or a grant. NIST DOCKET NUMBER: 01-021US Title: Method Of Minimizing The Short-Term Frequency Instability Of Laser-Pumped Atomic Clocks Description: The invention proposes a method of optimizing the performance of laser-pumped atomic frequency references with respect to the laser detuning and other operating parameters. The invention establishes that the frequency reference short-term instability will be minimized when a) the laser frequency is tuned nominally a few tens of MHz away from the center of the atomic absorption line; and b) the external oscillator lock modulation frequency is set either far below or far above the inverse of the optical pumping time of the atoms. The exact parameters for the optimization depend on the particular experimental situation and can be roughly calculated using a theory developed to simulate the clock performance. NIST DOCKET NUMBER: 02-004US Title: Bio-Affinity Gel Plugs in Microfluidic Channels Description: Acrylamide-modified DNA probes are immobilized in polycarbonate microfluidic channels via photopolymerization in a polyacrylamide matrix. The resulting polymeric, hydrogel plugs are porous under electrophoretic conditions and hybridize with fluorescently-tagged complementary DNA. The double stranded DNA can be chemically denatured and the chip may be reused with a new analytical sample. Conditions for photopolymerization, hybridization, and denaturation are discussed. Photopolymertization of plugs containing different DNA probe sequences in one microfluidic channel, thereby enabling the selective detection of multiple DNA targets in one electrophoretic pathway are also demonstrated. NIST DOCKET NUMBER: 02-007PA Title: Non-Volatile Magnetic Solid State Memory Description: This invention provides an implementation of a magnetic random access memory device which uses the principle of pulsed-current induced magnetic domain reconfiguration for data storage and a nanocontact magnetoresistive effect to 'read' the encoded data.

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Combined Synopsis/Solicitation for Spent Fuel Cell Shipment(s)
Solicitation # 1333ND27QNB610AMD
The National Institute of Standards and Technology Center for Neutron Research requires packaging and shipping services to transfer spent fuel elements from its facility in Gaithersburg, Maryland, to the Department of Energy Savannah River Site near Aiken, South Carolina. This requirement is structured as a single firm-fixed-price purchase order consisting of one base shipment to be completed by December 31, 2028, with an optional second shipment to be completed by December 31, 2030. The contractor is responsible for providing all necessary project management, labor, and equipment, including the shipping cask, transfer cask and basket, and all rigging and lifting machinery required for movement. The procurement is classified under NAICS code 484230 for specialized long-distance trucking. Award will be granted to the lowest priced, technically acceptable quoter, with evaluations based on technical capability to meet or exceed the Statement of Work and price reasonableness. Strict adherence to Nuclear Regulatory Commission and Department of Transportation regulations is required, including compliance with 10 CFR 73 for information security. All bidders must maintain active registration in the System for Award Management and provide a technical quotation and a firm-fixed-price quotation. Payment will be processed electronically through the U.S. Department of the Treasury's Invoice Processing Platform System.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
