NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO NOETICS INC.

The Department of the Army's Center for Army Analysis requires continued support for two key analytical models: the Global Deployment Analysis System (GDAS) and the Mobilization Capabilities Evaluation Model (MOBCEM). The support for GDAS involves ongoing maintenance and necessary updates to address new mobility study requirements. For MOBCEM, the contract includes finalizing the Army mobilization model, conducting validation testing, preparing detailed documentation, maintaining the model over time, and expanding its capabilities to simulate Department of Defense-wide mobilization efforts. These services will be performed at the government facility located in Fort Belvoir, Virginia. This procurement is being facilitated by GovWorks under the authority of the Department of the Interior and will be awarded on a sole source basis to Noetics Inc., following the procedures outlined in FAR 6.302-1. Although this is not a competitive solicitation, interested parties may express interest and demonstrate their capabilities.
