The Department of Defense hosted an Industry Day on December 5, 2014, at the Mark Center in Alexandria, Virginia, to address the critical need for assured dynamic spectrum access in a congested and contested electromagnetic environment. This event aimed to engage industry stakeholders in discussions on emerging technologies that support military capabilities in command and control communications, sensing and processing, electronic warfare, training, and test and evaluation. The Industry Day served as a platform to outline anticipated research and development tasks under a forthcoming Other Transaction Agreement, encouraging collaboration between the government and a consortium of spectrum technology developers. Key DoD representatives presented on challenges, policy needs, technical assessments, and the management of spectrum access programs, while also detailing the proposal evaluation, competitive task awards, and project oversight procedures. Attendees were informed about strict security and registration requirements for access to the secure Mark Center facility, including submitting background checks or security clearances prior to the event. The program featured presentations from senior DoD officials, including the Principal Deputy Assistant Secretary of Defense for Research and Engineering and the Chief of Naval Operations, highlighting both technical and operational perspectives on spectrum use. Logistics information emphasized limited parking availability, recommendations for public transit use, and a required food service fee. The Industry Day was cohosted by several DoD offices to ensure comprehensive coverage of spectrum-related policy, technical, and operational topics, ultimately fostering collaboration to advance assured spectrum access capabilities critical to defense operations.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
