The United States Army Contracting Command at Aberdeen Proving Ground plans to issue a final Request for Proposal (RFP) for the Electronic Warfare Planning and Management Tool (EWPMT) solicitation within the week of December 17, 2012, an update from the previously anticipated release date. This procurement seeks to award an Indefinite-Delivery/Indefinite Quantity contract with both Cost Reimbursement and Fixed Price task orders over a five-year period. The EWPMT is a software application intended to provide Electronic Warfare Officers with mission planning capabilities, enabling them to plan, coordinate, manage, and deconflict electronic warfare activities across military units. The aim is to develop a networked, modular system that integrates current and future electronic warfare capabilities into a unified force-wide system. The contract will include system engineering, software design and development, configuration management, program management, systems integration and testing, and logistics support. Deliveries will be made through six annual software Capability Drops, with the first awarded under the Basic Contract and subsequent drops issued as separate task orders. Additional task orders may be awarded as requirements evolve. A draft solicitation has been made available for industry review and comment, encouraging offerors to provide feedback before the final RFP release. The contracting point of contact is Sherelle Lockhart at the Aberdeen Proving Ground office. This initiative reflects a commitment by the Department of Defense to advance electronic warfare capabilities through a structured, phased software delivery approach.
