The Naval Surface Warfare Center, Carderock Division plans to award a sole source contract to Alcoa of New Kensington, PA for highly specialized services related to applied research, advanced concept development, engineering design, prototype hardware fabrication, and laboratory and field testing of lightweight aluminum structures for the Littoral Combat Ship (LCS). The contract focuses on improving various components such as hull sections, doors, load floors, foundations, and large apertures through the Alcoa Collaborative Design Approach (ACDA), which aims to enhance the performance and survivability of the LCS by reducing the weight of selected assemblies or components. This approach involves a phased program that includes selection of candidate parts, concept development, evaluation, prototype fabrication and testing, followed by ship integration. The contract is expected to be an Indefinite Delivery/Indefinite Quantity, Cost Plus Fixed Fee type, covering a period of three years from the award date. The sole source justification is based on Alcoa’s unique expertise in aluminum alloys and manufacturing processes, which are critical for fulfilling the agency’s requirements and cannot be duplicated by other contractors. The solicitation was set to be issued around April 1, 2007, with proposals due 30 days later. Although the contract is planned as a sole source, all responsible sources are invited to submit proposals for consideration. The acquisition is managed by the Department of Defense’s Naval Surface Warfare Center in Bethesda, MD.
