The Naval Sea Systems Command intends to issue a sole source modification to contract N00024-03-C-6200 with Kollmorgen Corporation, Electro-Optical Division, 347 King Street, Northampton, MA 01060-2390, for (how many??) engineering services hours in support of the continued development and production of the Universal Modular Mast (UMM) system installed on VIRGINIA and SSGN class submarines. Kollmorgen is the designer, developer and manufacturer of the UMM system, and the Photonics Mast System, and as such is the only source with the requisite knowledge and technical experience to provide the services in support of continued UMM design and development. Kollmorgen can complete this work in a timely and cost-efficient manner. No other source has the technical qualifications and the necessary resources to perform the work described here, nor will any other supplies satisfy the Nav y's requirements.
