The National Cancer Institute’s Division of Cancer Epidemiology and Genetics plans to enter into a five-year contract with the Southern Urals Biophysics Institute in Russia to continue research on cancer mortality linked to occupational and environmental radiation exposure. The focus of this work is to provide quantitative risk estimates related to prolonged low-dose radiation exposure, both external and internal, specifically from plutonium. The study will assess cancer mortality risks among nuclear workers at the Mayak weapons production facility and nearby residents who have been exposed to radioactive releases. This contract represents a continuation of a longstanding collaboration with SUBI, aiming to generate precise and reliable data on radiation-induced cancer risks in these exposed populations. This acquisition will be awarded on a non-competitive basis under statutory authority allowing sole-source negotiation, while still permitting other interested parties to express interest or submit proposals within 45 days of the announcement to inform possible future competitive procurements. The contract, identified as "A -- Epidemiologic Studies of Mayak Cohorts," was publicly posted in January 2004. The designated contracting officer, Sharon J Miller, is the point of contact for any inquiries. The research conducted under this contract supports the development of critical epidemiologic data to better understand radiation exposure risks, contributing valuable insight for public health and radiation safety standards.

Full Description

The Division of Cancer Epidemiology and Genetics, National Cancer Institute, NIH intends to negotiate a five-year contract with Southern Urals Biophysics Institute (SUBI) in the Russian Federation for continuation of activities on the evaluation of cancer mortality associated with occupational and environmental radiation exposure. The main objective of the new contract is to provide quantitative estimates of risks from protracted low dose rate exposure to external radiation and to internal exposure from plutonium. Cancer mortality risks will be evaluated further in nuclear workers exposed to internal and external radiation as a result of their employment at a large weapons plant (Mayak) in the Southern Ural mountains, and in persons living nearby and exposed to releases from the plant. The NCI has worked with the scientists at SUBI (where the study resides) who are conducting this research for several years. This continuation of work will provide a unique opportunity to produce well characterized, reliable, quantitative risk estimates for radiation-exposed populations. The statutory authority for this non-competitive acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. See numbered note 22 which states that the proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. No collect calls will be accepted. .

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

ARTIFICIAL INTELLIGENCE AND NEXT GENERATION DISTRIBUTED COMMAND AND CONTROL
Solicitation # FA875023S7006
The Department of the Air Force, Air Force Materiel Command, AFRL Rome Research Site, is soliciting research and development for Artificial Intelligence and Next Generation Distributed Command and Control under BAA FA8750-23-S-7006. The primary objective is to transform Joint Force Command and Control capabilities by leveraging AI to enhance battlespace assessment, plan selection, and force monitoring in distributed and contested environments. A significant focus is placed on the Battle Management of AI, which seeks technologies to monitor, adapt, and deploy AI capabilities during mission execution to counter model drift and ensure operational safety. This is an open, two-step BAA effective until August 30, 2028, with total estimated funding of approximately $99 million. Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. The government may provide Government Furnished Software for specific technical areas, and all research must comply with National Industrial Security Program standards for the protection of classified information.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027.
