Full Description

The Naval Surface Warfare Center, Carderock Division intends to award a sole source contract to provide services of a highly technical nature in the areas of system integration, implementation, and management, including the hardware and software to support these services, in order to sustain advanced technologies related to the following technology development programs: (1) the Military Flight Operation Quality Assurance (MFOQA) Demonstration Project; (2) the Advanced SEAL Delivery System (ASDS); and (3) the SUBMARINE Class Ship Control System (SCS). Task areas include studies and analyses, system engineering, procedure modification and engineering change, test engineering and demonstration, engineering management, software safety activity support, and in-service engineering. The total period of performance will be from the date of award through 5 years thereafter. The intended source is The Charles Stark Draper Laboratory (CSDL) of Cambridge, MA under the authority! of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements due to the existence of proprietary rights which make the supplies and services available from only one source and because it is not feasible to find another contractor with the capabilities, familiarity, and unique experience in these development programs. The RFP will be issued on or about 03 May 2005 to CSDL and due date for the proposal will be 30 days thereafter. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. See note (22).
