Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.

The Department of Army announces the availability of the fiscal year 2010 Partnership in Research Transition (PIRT) Program. The program is executed under policy and guidance of the Office of the Assistant Secretary of the Army (Acquisitions, Logistics and Technology) and administered through the Army Research Office (ARO). The PIRT is established as the second phase of what was previously known as the Battlefield Capability Enhancement (BCE) Centers of Excellence. This BAA is set-aside for Historically Black Colleges and Universities (HBCU). However, sub-awards to non-HBCUs and/or industry are allowable for up to 30 percent of the annual budget. The principal objective of the PIRT is to enhance programs and capabilities of a select number of high-interest scientific and engineering disciplines through Army-relevant, topic-focused, near-transition-ready innovative research. Furthering the Army Research Laboratorys (ARL) policy of advocating and supporting research at Historically Black Colleges and Universities and consistent with the stated mission of the White House Initiative on HBCUs, a secondary objective of PIRT is to strengthen the capacity of HBCUs to provide excellence in education and to conduct research critical to the national security functions of the Department of Defense (DoD). This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(D) (2) and Department of Defense Grant and Agreement Regulations (DODGARS) 22.315. A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. The BAA will contain additional information along with instructions for proposal preparation and submission. Proposals must be received through grants.gov no later than 4:00 p.m. Eastern Daylight Time (EDT) on October 22, 2010. The BAA will be available for viewing on or about July 22, 2010 at the following address: http://www.arl.army.mil/www/default.cfm?Action=6&Page=8 The BAA is also posted in grants.gov.
