This is a combined synopsis/solicitation. S&T's goal is to investigate any and all potential technologies capable of defeating or mitigating the explosive force resulting from a bombing by detecting and deactivating the explosive device, hardening the target of the bombing, or dissipating the force of the blast. The due dates and times established for the receipt of White Papers and Full Proposals are as indicated in Section IV, Paragraph 3 of this BAA.
