Full Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for the engineering evaluation of various Navy platforms and has a need for technical services in developing Finite Element Models (FEM) and conducting analyses/assessments of Navy platform for which NSWCCD intends to negotiate a non-competitive procurement with Weidlinger Associates Inc (WAI). The services will require the use of Elasto Plastic Shell Analysis (EPSA) finite element code developed and maintained by Wiedlinger Associates Inc (WAI) which controls the proprietary finite element code. WAI will be providing but not limited to, expertise in underwater shock phenomenon and in the Elasto Plastic Shell Analysis (EPSA) code to NSWCCD engineers to develop detailed Finite Element Models and on site training to NSWCCD engineers for all EPSA-specific HyperMesh features to facilitate the technology transfer to the Navy. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 5/8/2007.
