The US Army Corps of Engineers, Walla Walla District, is seeking to procure a specialized research study from Normandeau Associates to estimate the latent mortality of spring and summer Chinook salmon associated with barge and in-river life history strategies. This study aims to provide survival estimates of juvenile salmon navigating the hydro-system, which is critical for informing decisions affecting the survival of salmon protected under the Endangered Species Act, as outlined in the National Marine Fisheries Service Biological Opinion. Since the work builds upon an ongoing three-year research effort uniquely held by Normandeau Associates, proprietary knowledge restricts competition, and no solicitation package will be issued. This notice, issued under FAR 6.302-1(a)(2)(iii), does not request competitive quotations, though the government remains open to considering other responses received by April 13, 2007, to determine whether to pursue a competitive procurement. Ultimately, the decision to forgo competition rests solely with the government. The contract, titled “Estimate the Latent Mortality Associated with Barge and in-river Life History Strategies of Spring and Summer Chinook Salmon,” falls under the Department of Defense and will be managed by the US Army Engineer District in Walla Walla, Washington. The study’s findings are intended to support critical decision-making related to the survival and management of ESA-listed salmon populations.

General Info
