The Centers for Disease Control and Prevention (CDC) intends to enter into a sole-source contract with the Arkansas Department of Health and Human Services (ADHHS) for specialized research services to enhance the understanding of warfarin metabolism. This includes conducting a literature review, generating metabolites using human UDP-glucuronosyltransferases (UGTs), and characterizing these metabolites. ADHHS is uniquely qualified for this work due to its pioneering discovery of Phase I metabolism of warfarin occurring in the gut rather than the liver, as well as its ongoing research efforts in this area, which have led to new data soon to be published from their Public Health Laboratory. Their distinctive expertise extends to the accurate synthesis of warfarin conjugates as reference materials, both in native and isotopically labeled forms, making them the sole capable provider for the government’s requirements. The procurement is being conducted under the statutory authority of 41 U.S.C. 253(c)(1), which allows for non-competitive acquisitions. While the notice is a sole-source intent, other organizations with relevant capabilities were invited to submit their qualifications by April 27, 2007, for the Government's consideration on whether to proceed competitively. The decision to maintain a sole-source approach ultimately rests with the Government. Contact for this purpose is Mr. Lionel Nadeau, the CDC Contracting Officer. The contract is titled "A -- Warfarin Research Support" and is referenced under solicitation number 00HCTBD-2007-41489.

This is a notice of intent for a sole-source (i.e. non-competitive) acquisition. Accordingly, the Center for Disease Control and Prevention (CDC) intends to purchase from Arkansas Department of Health and Human Services (ADHHS), Department of Health, Little Rock, AK services to develop a better understanding of the metabolism of warfarin through literature review, metabolite generation using human UGTs, and metabolite characterization. ADHHS is the only known responsible source capable of satisfying the requirement. ADHHS is the first to identify Phase I metabolism of warfarin in the gut, rather than the liver. Additionally, ADHHS has conducted research in this area for the last year and is set to release a publication based on new data discovered in their Public Health Laboratory. ADHHS has unique knowledge that allows accuate synthesis of warfare conjugates as reference materials, both native and isotopically labeled. No other source can satisfy the Government?s requirement. The statutory authority for this action is 41 U.S.C. 253(c)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 27, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responses shall be submitted via email to Mr. Lionel Nadeau at: contact@example.gov

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Solicitation # FA875023S7006
The Department of the Air Force, Air Force Materiel Command, AFRL Rome Research Site, is soliciting research and development for Artificial Intelligence and Next Generation Distributed Command and Control under BAA FA8750-23-S-7006. The primary objective is to transform Joint Force Command and Control capabilities by leveraging AI to enhance battlespace assessment, plan selection, and force monitoring in distributed and contested environments. A significant focus is placed on the Battle Management of AI, which seeks technologies to monitor, adapt, and deploy AI capabilities during mission execution to counter model drift and ensure operational safety. This is an open, two-step BAA effective until August 30, 2028, with total estimated funding of approximately $99 million. Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027.
