The US Army Corps of Engineers, Walla Walla District, plans to engage Battelle Pacific Northwest National Laboratory in a research study focusing on juvenile fall Chinook salmon using acoustic telemetry. The study is set to take place during the summer and fall of 2007 in the lower reservoir and immediate forebay area of Lower Monumental Dam. The objective is to better understand hydraulic and temperature conditions in this section of the reservoir and to document the movement patterns of tagged juvenile fall Chinook as they migrate past Little Goose Dam, where they will be captured and tagged. This effort builds on a pilot study conducted in 2006 by Battelle PNNL that correlated reservoir conditions with acoustic tag movement. This acquisition will be conducted under a sole-source justification according to FAR 6.302-1(a)(2)(iii), and no formal solicitation package will be issued. Although this notice does not represent a request for competitive proposals, the Government will consider any responses received by June 15, 2007, to decide if a competitive procurement is warranted. Ultimately, the decision not to compete the acquisition lies solely with the Government, and information submitted will be used only for determining the necessity of competition. The contracting activity is located in Walla Walla, Washington, and is managed by the US Army Engineer District Walla Walla under the Department of Defense.
