The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
