The Naval Air Systems Command (NAVAIR) awarded a Firm-Fixed Price order to The Boeing Company under Basic Ordering Agreement N00019-21-G-0006 for GCM A-Kit Production. This sole-source procurement, justified under FAR Subpart 6.302-1, designates Boeing as the only responsible source capable of providing the necessary supplies and services due to its proprietary knowledge and unique expertise. The primary objective is the procurement of engineering change proposal (ECP) 6444, 6472, and 6482 A-Kits to attach, integrate, and utilize the capabilities of the Next Generation Jammer Mid Band Pod, AN/ALQ-249(v)1, with the EA-18G platform for United States Navy fleet use. The scope of work encompasses the full lifecycle support of F/A-18 and EA-18G aircraft, including design, development, manufacturing, assembly, and testing. Key deliverables include retrofit kits, software updates, technical publications, and obsolescence mitigation to ensure long-term component availability. Performance is primarily based in Mesa, Arizona, with the overarching agreement authority expiring on March 14, 2026. Due to the sole-source nature of the award, cost and pricing data are required per FAR 15.403-4 to ensure fair and reasonable pricing, as no competitive evaluation or trade-off analysis was conducted.
