AI Contract Overview
The NIH NeuroBioBank Brain and Tissue Repository solicitation, issued by the National Institutes of Health NIDA and NIMH, seeks multiple cost-reimbursement contracts to establish a network of centers for the procurement, processing, characterization, and distribution of human brain and nervous system tissues. Due to the inherent uncertainties regarding specimen accrual, maintenance, and data management, a cost-reimbursement model was selected over a fixed-price contract. The period of performance consists of a one-year base period from May 1, 2025, to April 30, 2026, with four subsequent option years. The scope of work is divided into eleven general task areas, with tasks I through VII being mandatory core operations and tasks VIII through XI serving as optional quantities. These tasks encompass specimen acquisition, genome sequencing, and training. Proposals must adhere to strict formatting guidelines, including a 200-page limit and specific technical plans for donor accruals. Contractors are required to comply with rigorous safety and health standards, non-disclosure agreements, and detailed NIH billing and invoicing instructions for direct and indirect costs.

Full Description
Due to the complexity and nature of this requirement, the extent of specimen accrual, maintenance, data management, storage and distribution of the brain tissues is unknown. As a result, uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract. Therefore, a cost reimbursement type contract was used for this acquisition due to the absence of precise specifications and difficulties in estimating costs with accuracy.
