AI Contract Overview

This contract invites partnerships for the MOLSAM mission under NASA’s Mars Scout Announcement of Opportunity, focusing on the development of a Martian orbiter equipped with dual active sensing instruments to locate and measure water on Mars. Prospective partners may propose to contribute either the MOLSAM spacecraft or a microwave Synthetic Aperture Radar (SAR) instrument, or both, with each proposal submitted and evaluated independently. Selected partners will integrate into the proposal team and support mission design and development phases, emphasizing precision pointing, navigation, and technical challenges inherent to the Mars environment. The process requires submissions by February 27, 2006, with specific formatting and length requirements, and emphasizes proprietary treatment of responses. The contract outlines the schedule linked to the Mars Scout Program, with an official AO release planned for April 2006 and proposals due in July 2006. Respondents must demonstrate experience relevant to such missions, provide preliminary concepts for their offered elements, and present a rough order of magnitude cost estimate along with a feasible schedule. While this solicitation serves as a preliminary planning document and does not guarantee procurement, it requires detailed explanations of approach, capabilities, and commitment to the MOLSAM schedule. Documentation and updates will be maintained online, and offerors are responsible for obtaining current versions and amendments from NASA’s designated web portals.

The proposal opportunity is to the NASA Announcement of Opportunity (AO) for Mars Scout. This partnership opportunity document (POD) provides a description of MOLSAM, a scientific mission to locate and measure water on Mars. MOLSAM is a Martian orbiter with dual active sensing instruments and a requirement for precision pointing and navigation. This POD has two options for teaming partners; 1) the MOLSAM spacecraft, 2)a microwave Synthetic Aperture Radar (SAR) instrument. Responders may propose a partnership to provide one or both of the options. Proposals for each option should be submitted separately and will be evaluated separately. The offerors chosen will participate directly as a member of the proposal team in the various stages of the MOLSAM Mars Scout mission design and proposal process. NASA Mars Scout Program Status: The draft Mars Scout AO was released January 5, 2006. Release of the Mars Scout AO has been tentatively scheduled for April 2006, with proposals due July 2006. The draft AO and additional information can be found on the webpage located at: http://nspires.nasaprs.com/external/solicitations/solicitations.do?method=future&stack=pu sh. Additional Information on the Mars Scout opportunity can be found at: http://mars-scout.larc.nasa.gov/marslib.html. The response should be limited to 10 pages in not less than 12-point font, submitted as an electronic PDF document. Excluded from the page count are the cover letter, title pages, table of contents and page for the acronyms list. Offerors are free to attach additional appendices that further describe their capabilities. However, only the required 10 pages will be evaluated for selection. The respondents shall deliver the requested information in a report. Reports must be received by 5pm EST on the due date, which is February 27, 2006. Please provide a hardcopy and an electronically formatted presentation (Word, PPT, or PDF formats) to Betsy Park (contact@example.gov or Code 400, NASA/GSFC, Greenbelt, MD 20771). Responses will be treated as proprietary information and controlled as such. Your written offer package shall include discussion of the following: - The approaches for supporting the MOLSAM Step 1 proposal and the MOLSAM phase A concept study. - The ability to meet the MOLSAM schedule as defined in this document. - The demonstration of a clear understanding of the technical challenges for the MOLSAM spacecraft and mission. - The preliminary concept for the option elements - Any unique capabilities, facilities, or experience with this type of mission - A Rough Order of Magnitude (ROM) cost estimate and schedule The requested information through this POD is for preliminary planning purposes only and does not constitute a commitment, implied or otherwise, that NASA will solicit the submitter for a procurement of any related effort in the future. NASA will not be responsible for any costs incurred by submitters in furnishing this information. This solicitation/synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. An ombudsman has been appointed. See Internet Note - B. Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Expression of interest: Small-satellite missions sandpit
Solicitation # 206083
UK Research and Innovation is seeking expressions of interest for a small-satellite missions sandpit designed to bring together approximately 30 researchers and innovators from diverse disciplines. The goal is to co-develop ambitious, challenge-led small-satellite mission concepts focusing on innovative sensors, data streams, and cross-sector enabling technologies to enhance sovereign capability, address national security and societal challenges, and support economic growth. The activity consists of six sessions held between January 26 and February 11, 2027, utilizing a combination of online sessions and a two-day residential event. Total program funding is listed at 1,870,000, with the objective of developing concepts for pump-priming research grants in 2027/2028. Selection of participants is based on core assessment questions focusing on skills and potential contributions rather than track record, with additional consideration given to geographic diversity across all UK regions. Applicants must apply through an Expression of Interest stage, and invited applicants will use the Resume for Research and Innovation format. Mandatory attendance at all sessions is required, with travel and subsistence costs reimbursed and accommodation provided for overnight stays. Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
