The Department of Defense, through the DoD Power Sources Technology Working Group and the Joint Defense Manufacturing Technology Panel under the Next-Generation Manufacturing Technology Program, is conducting market research via a Request for Information (RFI) aimed at developing a Strategic Investment Plan for Power Source Systems. This effort seeks input from U.S. industry, academia, and government entities regarding power source technologies such as batteries, fuel cells, supercapacitors, hybrids, and other emerging solutions for military power applications. The purpose is to address power needs across diverse military platforms, including communications, aviation, weapons, space, vehicles, and specialized uses. An initial strategic planning workshop is scheduled for late February to early March 2006 in Knoxville, Tennessee, with participation limited by invitation to ensure balanced representation of government and industry perspectives. Interested parties are invited to submit responses via a short questionnaire addressing ongoing DoD-related power source projects, technical challenges, potential areas for strategic research, and emerging technology recommendations. Responses should be nonproprietary to facilitate a widely shared strategic plan, though proprietary information will be kept confidential. The RFI does not constitute a request for proposals, nor will the government pay for submitted information. All responses must reference RFI number N0016406R6659 and be submitted by February 15, 2006. The initiative emphasizes collaboration to identify critical technical barriers and to guide future research and development priorities in military power source systems.

The Government does not intend to pay for any information furnished pursuant to this RFI. The DoD Power Sources Technology Working Group (PSTWG) and the Joint Defense Manufacturing Technology Panel (JDMTP) working through the Next-Generation Manufacturing Technology (NGMTI) Program, is soliciting expressions of interest from U.S. industry, academic organizations, and other government agencies regarding the creation of a Strategic Investment Plan for Power Source Systems. The topic encompasses power source technologies including batteries, fuel cells, supercapacitors, hybrid systems, and other potential solutions to meet the challenges of providing power for military uses including communication electronics, aviation, weapons, space, vehicular power, and special applications. An initial 3-day strategic planning workshop is scheduled for February 28 to March 2, 2006 in Knoxville, TN. This workshop will develop the general content of the Power Source Systems Strategic Investment Plan and establish a foundation for further planning for potential R&D projects. Due to space constraints and the need to ensure a balance of industry and government perspectives, participation in the workshop is by invitation only. If you are interested in attending this workshop, please complete the short information questionnaire posted below and return it together with your firm's qualifications via email by 15 February to Anthony Hawkins at LogR&contact@example.gov. Questionnaire To assist us in selecting the appropriate team to develop the Power Source Systems Strategic Investment Plan, we are asking interested parties to respond to the following questionnaire. 1. Is your company or organization currently researching, developing or producing power sources for a DoD system or program? If so, please identify and briefly describe your program(s)/application(s): 2. In your opinion, what technical issues present the greatest barrier to providing electrical power to current and future warfighter equipment? 3. What technical topics might benefit most from creation of a strategic plan to guide collaborative, industry/government research and development of power source technologies? 4. What new or future power source technologies should the DoD pursue beyond batteries, fuel cells, supercapacitors, and hybrids? 5. What technical area(s) do you represent? 6. Please provide any roadmaps - to share in advance - with your submittal of this questionnaire. 7. Please provide your contact information: a. Name b. Company c. Address d. email e. phone Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only.
