The government plans to issue a sole source purchase order to Space Environment Corp (SEC) for specialized research and development support related to modeling work. This acquisition supports the Air Force Weather Agency's Battlespace Environment Institute and is being awarded without full and open competition under a specific regulation due to SEC's unique proprietary rights to the Global Assimilation of Ionospheric Measurements (GAIM) model. Market research confirmed that no other vendor can meet the agency’s requirements to provide this specialized service, making SEC the only viable source. The contract will be managed by the 55th Contracting Squadron at Offutt Air Force Base, Nebraska. Interested parties cannot submit competitive proposals, as this notice serves solely to inform about the sole source intent. Questions or clarifications may be directed to the contract administrator, Shawn O Anderson, via email or fax, ensuring clear communication channels for this procurement action. The contract aligns with the Department of Defense’s objective to enhance capabilities within the Battlespace Environment Institute through uniquely qualified vendor support.

Notice of Intent to award Sole Source Procurement. The Government intends to issue a sole source purchase order to Space Environment Corp (SEC), 221 Springcreek Pkwy, Providence UT 84322-2979, for research and development support for modeling work. This is in support of the Air Force Weather Agency (AFWA) for the Battlespace Environment Institute.
