AI Contract Overview

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intends to sole-source an extension and expansion of an existing contract with the Hospital for Joint Diseases/Orthopaedic Institute (HJD) for five additional years. Originally awarded in 1994, the contract supports the Research Registry for Neonatal Lupus, which collects diagnostic information and willingness for research participation from affected individuals and families. This extension aims to increase the sample size to enhance genetic research on disease susceptibility and severity and to expand specimen collection, including maintaining a specimen bank of serum and DNA from affected families, as well as establishing EBV-transformed lymphocyte lines where feasible. HJD is uniquely qualified to continue this work due to its leadership in the national effort on neonatal lupus, having developed a robust system with strict enrollment criteria and possessing extensive resources, including data and specimens from over 300 mothers and 360 children affected by the disease. Given these exclusive capabilities, the government has determined that competition is impractical and that sole-source negotiation is justified to avoid cost duplication and delays. Although this notice is not a solicitation or a Request for Proposals, all responsible sources may submit proposals, with final decisions resting with the contracting officer.

Full Description

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), National Institutes of Health, Department of Health and Human Services, intends to negotiate on a sole source basis with the Hospital for Joint Diseases/Orthopaedic Institute (HJD) to extend and expand the scope of their current contract for an additional five (5) years. The HJD was awarded a contract in September 1994, for the project entitled - Research Registry for Neonatal Lupus. The purpose of the contract was to establish a research registry for juvenile neonatal lupus. The registry currently collects only information sufficient to establish the diagnosis of the disease, and information as to the patient's and/or family's willingness to cooperate in basic and clinical research on the disease. There is limited collection of blood specimens; collection of other patient materials for research purposes is not currently part of the registry functions. The overall goal of the registry is to collect sufficient information on individuals and/or families, to allow investigators interested in studying the disease to use the registry data to assist them in obtaining sufficient numbers of patients to pursue their research objectives. The HJD collects information on mothers whose babies are affected with neonatal lupus syndrome. The purpose of this extension is two fold. First, the additional time will allow the incumbent to continue to enroll subjects to expand sample size to assure a robust number of affected children to support genetic analysis of susceptibility and severity factors. Second, the incumbent will pursue a limited expansion of specimen collection to enable genetic studies. The Contractor will maintain a specimen bank for the storage of serum and DNA from all immediate family members (mother and her child/children) with neonatal lupus and unaffected siblings enrolled in the Research Registry. In addition, where feasible, lymphocytes will be obtained from these family members and EBV transformed to maintain a perpetual resource of DNA. A determination for the use of other than full and open competition has been made in accordance with 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. The Hospital for Joint Diseases/ Orthopaedic Institute (HJD) is determined to be the only responsible source for the following reasons: (1) the HJD leads a unique national effort dedicated to the collection and characterization of neonatal lupus; (2) the HJD has developed and implemented a system for neonatal lupus based on strict enrollment criteria; and (3) the HJD has unique invaluable resources at its disposal such as 312 mothers and 366 children with neonatal lupus and a collection of blood specimens from the mothers and children. Therefore, the HJD has the unique capability to perform this work. This is not an announcement of the availability of a Request for Proposals. Inherent duplication of cost to the Government and unacceptable delays in performance make competition for this additional work unfeasible. All responsible sources may submit a proposal which will be considered by the NIAMS. A determination not to compete the proposed work based upon responses to this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) Code is 541710. This notice of intent is not an announcement of the availability of a Request for Proposals (RFP), nor is an RFP available. See Numbered Note 22.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO)
Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence. Offerors must also perform an Organizational Conflict of Interest (OCI) analysis and adhere to DoD item unique identification standards (MIL-STD-130) for delivered hardware costing $5,000 or more. Contract administration, including invoicing and payment, is managed electronically through the Wide Area WorkFlow (WAWF) system.
