NAVAIR intends to contract on a sole source basis for testing services with the University of Missouri Rolla Center of Excellence for Aerospace Particulate Emissions (UMRCOE) of Rolla, MO. Specifically, these testing services will evaluate the amount of particulate matter contained in the F-135 gas turbine engine exhaust and determine the engine exhaust compliance with the Clean Air Act. In addition, UMRCOE test results will supply data for the Joint Strike Fighter program. UMRCOE posesses unique capability and knowledge in this area, and is working with the EPA on establishing new test protocol.
