The Government plans to enter into a sole source, Firm Fixed Price contract with Kongsberg Maritime Simulation, Inc., based in West Mystic, CT, to provide engineering support for upgrading the Naval Surface Ship Training (NSST) systems at the U.S. Naval Academy. This upgrade aims to align the training systems with the current U.S. Navy non-SWOS standard, encompassing program management, parts procurement, system engineering, assembly, installation, configuration, re-configuration, parts modification, alignment, integration, testing, and shipping. The NSST systems originally procured under a prior contract are commercial products created by Kongsberg Maritime Simulation with proprietary software and hardware, making Kongsberg the sole source capable of delivering the required support. The contract ensures that Naval Academy trainees experience consistent training equipment identical to what they will encounter in fleet concentration areas and onboard naval vessels. This acquisition is made under the authority of FAR 6.302-1(a)(iii), which permits sole source contracts when only one responsible source exists. The Government explicitly states that this is not a solicitation for competitive proposals. Interested parties with questions are instructed to contact designated government personnel by the specified deadline. The contract is managed through the Acquisition Management Division of the Department of the Interior, with performance and support activities expected to be carried out to maintain the integrity and operational consistency of the bridge training systems used to prepare new naval officers.
